FAB Implementation (step by step)
On the 21st of October 2004 in Bucharest, at the second meeting of the Steering Committee of ACE (ATM Co-Operation in South - Eastern Europe) the air navigation service providers (ANSPs) of the two States, presented the "Initiative for creating the prerequisites for the establishment of a functional airspace block" for consideration by the signatory ACE Parties. The Initiative was proposed by the two ANSPs with the purpose of commencing the necessary activities to identify and fulfill the prerequisites for the establishment of a functional airspace block by Republic of Bulgaria and Romania.
On the 25th of February 2005, in Sofia, the Initiative received political support from the governments of both States when a “Joint Statement on the initiative for creating the prerequisites for the establishment of a functional airspace block”, was signed by the Deputy Minister of Transport and Communications of the Republic of Bulgaria and the Secretary of State, Ministry of Transport and Infrastructure of Romania, in the presence of the DG of EUROCONTROL.
In September 2006 the Minister of Transport of the Republic of Bulgaria and the Minister of Transport and Infrastructure of Romania signed a Declaration on “a common vision for co-operation in the context of preparation for applying Single European Sky Concept, including establishment of Functional Airspace Blocks”. This formal act established the framework for further developments and facilitated the process of signing agreements at subsequent levels.
As a result of these steps, the DANUBE FAB Project was initiated and the following phases were defined in the feasibility study of the future Danube FAB:
Study Phase - Stage 1&2 (2007-2008)
Phase 2 - Preliminary design (2009-2010)
Phase 3 - Detailed Design & Preimplementation (2011-2012)
Phase 4 - FAB Implementation (step by step) (2012+)
During the development phase, cooperation between the parties involved was enabled through a legal framework consisting of: Memorandum of Understanding (MoU) between the Ministries of Transports of both States (signed 26th February 2010)
Memorandum of Understanding (MoU) between the National Supervisory Authorities (NSAs) of both States (signed on 19th October 2010)
Memorandum of Understanding (MoU) between BULATSA and ROMATSA (signed on 10th August 2010)
The DANUBE Functional Airspace Block was formally established by the Republic of Bulgaria and Romania under the "Agreement on the establishment of the DANUBE Functional Airspace Block", which was signed in Brussels on 12 December 2011 by the governments of Romania and the Republic of Bulgaria.
More ..On 16th November 2012 following the exchange of diplomatic letters between the Republic of Bulgaria and Romania, the State Agreement on the establishment of the DANUBE FAB, signed on 12 December 2011, entered into force. The State Agreement entering into force ensured that the legal basis for the FAB is in place ahead of the 4th December 2012 deadline for the establishment of FABs as set by the EC.
