Governance Structure
The governance of DANUBE FAB is established under the DANUBE FAB State Agreement, which provides the overarching legal framework for the Functional Airspace Block (FAB).
The core governance bodies are as follows:
Governing CouncilThe Governing Council provides oversight and approves key FAB documentation, including the Strategic Plan, Annual Plan, safety policy, airspace policy, and performance plans. It is composed of:
- One high-level representative from the State authority on transport of each Party
- One representative from the authority responsible for military aviation in each Party
- The Heads of both National Supervisory Authorities (NSAs)
- The Heads of both Air Navigation Service Providers (ANSPs)
NSA Board
The NSA Board ensures formal coordination and serves as an interface between the NSAs involved in supervisory tasks at the DANUBE FAB level. It comprises the Heads of the NSAs of both States and representatives nominated by them.
ANSP BoardThe ANSP Board oversees the implementation of the FAB at the ANSP level, as outlined in the ANSP Agreement. It includes the Director Generals and representatives from both ROMATSA and BULATSA.
Airspace Policy BodyThis body is responsible for enhancing joint civil-military coordination and facilitating the flexible use of airspace within the cross-border area. It comprises representatives from each Party's:
- State authority on transport
- State authority on defence
- Military aviation authorities
- Civil Aviation Authorities (CAAs)
- Air Navigation Service Providers (ANSPs)
- Military air traffic service provision authorities
ANSP Working Structure
The implementation of DANUBE FAB is supported by the ANSP Board through its working arrangements, which include specialised Standing Committees and other supporting bodies established in accordance with their respective Rules of Procedure.
Strategy and Planning Standing Committee (SAPSC)
The SAPSC supports the ANSP Board across all DANUBE FAB cooperation domains. It is composed of experts from both ANSPs and focuses on strategic planning and coordination activities.
Operations Standing Committee (OSC)The OSC addresses operational, technical, and training matters, ensuring alignment and harmonisation across both ANSPs.
Safety, Quality, Environment, and Security Standing Committee (SQSESC)The SQSESC is responsible for tasks related to safety management, quality assurance, environmental considerations, and security within the FAB.
Administrative CellThe Administrative Cell provides support to the SAPSC and is guided by overarching documents, including the DANUBE FAB State Agreement and the ANSP Cooperation Agreement.
